James H. Steeley is President and Chief Executive Officer (CEO). Mr. Steeley joined the Agency in November 2015 as the Chief Financial Officer (CFO). In February 2018, he was also named Chief Operating Officer (COO), then Interim President and CEO in July 2018. He took on the official role of President and CEO in January 2019.
Prior to joining the Agency, Mr. Steeley was Senior Vice President, Corporate Controller and Chief Accounting Officer at Susquehanna Bancshares, Inc., the Assistant Vice President of Finance at the Pennsylvania State Employees Credit Union (PSECU) and a Senior Manager in Financial Services Practice for PricewaterhouseCoopers LLP.
Mr. Steeley is a Certified Public Accountant licensed in the Commonwealth of Pennsylvania and earned his Bachelor of Science degree in Accounting at Elizabethtown College.
Judith S. Bines is Senior Vice President of Internal Audit. Ms. Bines joined the Agency in 2016. Her responsibilities include serving as an independent resource for conducting internal audits and advisory services projects, as well as coordinating various external audit activities.
Prior to joining the Agency, Ms. Bines held Chief Audit Executive positions at FleetBank Boston and StoneMor Partners and was the Director of Information Security at AmerisourceBergen.
Ms. Bines earned her BS in Accounting and Business from Arcadia University, her MBA in Finance from LaSalle University and her MS in Taxation from Philadelphia University and holds CPA.CITP, CISA, CRISC, CFSA and CIA certifications.
Michael A. Garman is Senior Vice President of Human Resources. Mr. Garman joined PHEAA in December 2011. He is responsible for leading all facets of human resources by providing human resources expertise and best practices to deliver quality programs and initiatives that support the organization's business model. He is also responsible for overseeing the Agency’s facilities, mail services, and security operations.
Mr. Garman retired from the U.S. Army as a Command Sergeant Major after 21 years of service. Prior to joining the Agency, Mr. Garman served as the Human Resource Director for the PA Department of Military and Veterans Affairs and previously served in a variety of human resource positions within PA state government. He began his post-military career as a Training Manager for a third-party logistics provider.
Mr. Garman holds a master's degree in Human Resources from Webster University and is a certified Senior Professional in Human Resources (SPHR) and a SHRM Senior Certified Professional (SHRM-SCP).
Mubashar Hameed is Senior Vice President and Chief Digital Officer. Mr. Hameed joined the Agency in 2017. His responsibilities include managing the development, maintenance and support of the Agency’s information systems, data processing, technology infrastructure, and operations.
Prior to joining the Agency, Mr. Hameed was the founder and CEO of Calibervantage, a higher education focused career-management platform. Previously, he was the Executive Vice President and CIO of MoneyGram International, the Sr. Vice President and CIO at Fiserve and spent 10 years in CIO roles at General Electric’s Security, Commercial Finance, Energy, and Aviation divisions.
Mr. Hameed holds an M.B.A. and a B.S. in Electrical Engineering from the Wichita State University.
Nathan Hench is Senior Vice President of Public Affairs. Mr. Hench joined the Agency in 2005 as Vice President of Legislative & Board Affairs. In his current role, he oversees the Agency's public relations, legislative affairs, marketing communications, public service and State Grant & Special Program functions.
Prior to joining the Agency, Mr. Hench was Executive Director of the Pennsylvania House Finance Committee. He began his career with the Finance Committee as a Research Analyst in 1999.
Mr. Hench holds a Bachelor of Arts degree in Business Administration from Lebanon Valley College and a Master of Business Administration in Management from the Pennsylvania State University.
Stephanie Martella is Senior Vice President of Client Relations, Loan Operations, and Client Contractual Testing. Mrs. Martella joined the Agency in 1988. Her responsibilities include managing third-party external client relationships, including Federal and Alternative Loan assets, as well as overseeing systems provided to Remote Clients. She also oversees the operations for servicing these portfolios and the contractual testing associated with compliance of these responsibilities.
Mrs. Martella holds a Bachelor of Science degree in Psychology and Organizational Behavior from Albright College and a Master of Science in Leadership and Business Ethics from Duquesne University.
Andrew Mehalko is Interim Chief Financial Officer (CFO). Prior to his appointment, Mr. Mehalko served as PHEAA’s Vice President of Public Finance. He joined the Agency in 1988 as the Accounting Manager for Student Loan Financings. He is responsible for financial and servicer reporting for PHEAA’s Revenue Bond Program, as well as PHEAA’s Public Finance Department, which includes management of tax-exempt and taxable financing, covenant compliance and reporting, loan acquisition and portfolio maintenance. Mr. Mehalko is also responsible for developing PHEAA’s lending and secondary market strategies.
Mr. Mehalko holds a Bachelor of Science Degree in Accounting from Elizabethtown College.
Scott E. Miller is Senior Vice President and Director of Federal Relations. Mr. Miller has represented the Agency in Washington, DC since 1998. He is the primary liaison between the Agency and the U.S. Congress, the U.S. Department of Education, and other federal agencies.
Prior to joining the Agency, Mr. Miller held several senior positions in higher education and student aid-related organizations, including the congressionally chartered National Commission on Student Financial Assistance, the American Council on Education, and Sallie Mae.
Mr. Miller holds a Bachelor of Arts degree in Political Science from Queens College of the City University of New York.
LaWanda Morris is Senior Vice President and Chief Risk Officer. Ms. Morris joined PHEAA in December 2018. Her responsibilities include the Agency's risk management operations, including managing, reporting, and overseeing the firm's risks externally and internally to the organization.
Prior to joining the Agency, Ms. Morris provided consulting services focusing on the areas of risk management, finance, and accounting. Ms. Morris was Senior Vice President and Head of Capital Management for TD Bank and Senior Manager in Financial Services and the Consumer Finance Group for PricewaterhouseCooper LLP.
Ms. Morris holds a M.B.A. in Finance from The Wharton School – University of Pennsylvania and a B.S. in Accounting from Florida A&M University and is a licensed Certified Public Accountant.
Todd E. Mosko is Senior Vice President of Loan Assets Management. Mr. Mosko joined the Agency in 1986. He is responsible for all guaranty operations including default prevention, collections and claim processing, as well as collection activity for all servicing, both commercial and federal.
Prior to joining the Agency, Mr. Mosko worked for Beneficial National Bank in their Consumer Finance system.
Mr. Mosko holds a Bachelor of Science degree in Business Administration from Indiana University of Pennsylvania with a concentration in finance and economics.
Linda J. Randby is Interim Chief Legal Officer. Ms. Randby joined the Agency as Deputy Chief Counsel in November 2017. Her responsibilities include managing the Legal Division and serving as the interim chief legal officer for the Agency.
Prior to joining the Agency, she served as legal counsel and Privacy Officer for the Pennsylvania State Police and as Chief Counsel, Deputy Chief Counsel and Assistant Counsel for the Pennsylvania Board of Probation & Parole for 18 years.
Ms. Randby received her bachelor’s degree from Ashland University and her juris doctorate degree from Widener University School of Law. She was admitted to the Pennsylvania bar in 1993.
