The PHEAA-administered FWS-ON Program is a financial aid program that is a component of the Commonwealth of Pennsylvania's annual Matching Funds appropriation. FWS-ON funds are made available to eligible postsecondary institutions that apply for and receive federal dollars through the Campus Based Program, Federal Work-Study (FWS).

As a condition of receiving FWS funds from the U.S. Department of Education, institutions are required to provide an institutional match. PHEAA's FWS-ON Program provides eligible Pennsylvania postsecondary institutions with funds to assist them in meeting their FWS institutional match requirement. Institutions receiving a Title III Waiver are currently eligible to receive FWS-ON funds even though they are exempt from the matching requirement.

The PHEAA-administered FWS-CS Program is a financial aid program that is a component of the Commonwealth of Pennsylvania's annual Matching Funds appropriation. FWS-CS funds are made available to eligible Pennsylvania postsecondary institutions that apply for and receive federal dollars through the Campus Based Program, Federal Work-Study (FWS).

As a condition of FWS funds, institutions are required to spend at least seven percent of their FWS allocation to employ students in community service positions. PHEAA's FWS-CS Program provides eligible institutions with funds to assist them in meeting their FWS community service requirement.

Institutional Eligibility

To be eligible to participate in PHEAA's FWS-ON or FWS-CS programs, an institution must:

  • Be federally Title IV approved
  • Be located in the Commonwealth of Pennsylvania
  • Receive an FWS Program appropriation through the U.S. Department of Education (ED)
  • Be approved for FWS-ON or FWS-CS participation by PHEAA

Your institution will be required to execute a PHEAA State Grant and Special Programs Master Agreement and an FWS-ON or FWS-CS Program Schedule.

Request Allocation

Note: If your institution received an allocation for the previous program year, these documents were provided via PageCenter in May. The copy provided in PageCenter will have a different appearance, but the content of the documents is the same. You only need to return one copy of each of these documents.

Deadline: June 30 prior to the upcoming award year.

 

Institution Reporting

Note: Participating institutions will receive a copy of year end reports in early June each year. The copy provided in PageCenter will have institution specific information on the form. Blank forms may also be accessed in the Document Library. Institutions need only return one copy of each of these reports.

Deadline: August 1 following the previous award year.
